- Intermediate / HSSC: IBCC
- Bachelor's degree: HEC
- Master's degree: HEC
- MPhil: HEC
- PhD: HEC

HEC Attestation vs MOFA Attestation
HEC attestation and MOFA attestation are separate steps.
HEC verifies your higher-education document. Depending on the country where you intend to use the document, you may then need MOFA apostille or traditional MOFA attestation, followed in some cases by embassy or consulate attestation.

Which Documents Does HEC Attest?
HEC generally deals with higher-education documents from the Bachelor's level onward.
Eligible documents can include:

What HEC Does Not Attest
HEC does not handle Matric and Intermediate certificates. These documents fall under IBCC attestation.
If your overseas application requires your complete educational record, you may therefore need to arrange both HEC and IBCC attestation.
HEC Attestation Process in Pakistan
The HEC Degree Attestation System is now online. The process generally involves the following steps.

Create or Log In to Your HEC Account
Start by accessing the HEC eServices portal and logging in using your credentials. You will need an active mobile number and email address for communication and verification.

Complete Your HEC Profile
Your profile needs to be completed before you can proceed with the degree-attestation application. Enter your:
- Personal information
- CNIC details
- Address
- Contact information
- Educational history
Your personal and academic information should be entered carefully and consistently.

Select Degree Attestation
Choose the Degree Attestation service and select the documents you want to have attested. If you are submitting multiple documents, each document may be treated as a separate attestation item and may carry a separate fee.

Upload clear and readable scans of the required documents. Before uploading, check that:
- The entire document is visible
- Text is readable
- No important information is cropped
- Your name and other details are clearly visible
- The uploaded document corresponds to the original
If there is an error or discrepancy on your academic document, it may be better to resolve it with the issuing university before proceeding.

University Verification
One of the important stages of the current process is verification of your academic record by your university. The time required at this stage can vary depending on the university and its record-verification process. If your application remains pending for an extended period, following up with the relevant university department may help identify the reason for the delay.

Pay the HEC Attestation Fee
Once your application reaches the payment stage, you can pay the applicable HEC fee through the available online payment options. The payment process is handled through HEC's designated payment system.

HEC Review
After payment and verification requirements have been completed, HEC reviews the application and documents. If everything is in order, the attestation can proceed to completion.

Receive Your e-Attestation Certificate
Once the process is completed, you can access your e-Attestation Certificate through your HEC account. You will receive the relevant notification when your certificate becomes available.
HEC Attestation Fee in Pakistan
The HEC attestation fee stated in the current process is Rs. 3,000 per document.
For example, if you are getting both a degree and transcript attested, the applicable HEC fee would be calculated separately for each document.
Important: Government fees can change. Always confirm the latest fee shown on the official HEC portal before making payment.

How Long Does HEC Attestation Take?
There is no single guaranteed processing time for every HEC attestation application. The timeline can depend on factors such as:

- Any additional requirements raised during processing
For applicants dealing with a visa deadline, employment joining date, university admission deadline, or immigration requirement, it is better to start the process well in advance.
Remember that HEC may only be the first stage. Depending on your destination, you may subsequently need MOFA apostille, MOFA attestation, or embassy/consulate attestation.
Common Mistakes That Delay HEC Attestation
A small mistake in your application can result in additional time and effort. Common issues include:
- Name discrepancies: Differences between your CNIC and educational documents can create problems. Check spelling, order of names, father's name, date of birth, and other personal details before submitting your application.
- Incomplete HEC profile: Your HEC profile must be completed before the application can proceed. If the application option is unavailable, check whether all required profile and education sections have been completed.
- Poor-quality scans: Blurry, cropped, dark, or incomplete scans can make document review difficult. Always upload clear and readable copies.
- Unrecognised institution: Before applying, make sure your institution and qualification meet the applicable HEC requirements.
- Document discrepancies: If the information on your degree, transcript, CNIC, or other documents does not match, resolve the discrepancy where possible before submitting the application.
- Applying too late: HEC attestation may be only one part of your document-attestation journey. If your final destination is an embassy, employer, university, or immigration authority abroad, work backward from your actual deadline.
What Happens After HEC Attestation?
HEC attestation may not be the final step. The next stage depends on where you are going to use your document and what the receiving authority requires.
For some destinations, you may need a MOFA apostille after HEC attestation.
For other destinations, you may need:
