What Is Credential Evaluation?

Credential evaluation is a general term for the process of comparing an academic qualification earned in one country or system against the standards of another. A credential evaluation tells a receiving institution — a university, employer, or government body — what your degree, diploma, or certificate is roughly equivalent to in their system.

Credential evaluation is not a single fixed process. Different organizations perform it for different purposes, and a report from one organization is not automatically accepted by every receiving body.

What Is an ECA (Educational Credential Assessment)?

An Educational Credential Assessment (ECA) is a specific, formally defined type of credential evaluation used mainly for Canadian immigration programs administered by Immigration, Refugees and Citizenship Canada (IRCC), including Express Entry and several Provincial Nominee Programs.

IRCC does not perform ECAs itself. It designates specific organizations — WES, ICAS, CES, IQAS, and BCIT'S ICES for general applicants, plus the Medical Council of Canada, the Pharmacy Examining Board of Canada, and the Canadian Architectural Certification Board for physicians, pharmacists, and architects respectively — to issue ECAs on its behalf. Only a report from one of these designated bodies counts for Express Entry points.

Important: an ECA earns you education points and confirms your credential's equivalency. It does not grant you a professional licence to practise a regulated occupation in Canada — that is a separate process handled by the relevant provincial regulator.

What Is DataFlow / Primary Source Verification (PSV)?

DataFlow Group is a private company that performs Primary Source Verification (PSV) — a fundamentally different kind of service from an ECA. Instead of comparing your credential to a foreign standard, DataFlow contacts the original issuing institution (your university, your professional council, or a former employer) directly, to confirm that the document you submitted is genuine and matches their records.

DataFlow does not tell anyone whether your degree is "equivalent" to anything. It answers a narrower, verification-only question, and it is the standard verification partner used by most major healthcare and professional regulators across the Gulf including the Saudi Commission for Health Specialties (SCFHS), the Dubai Health Authority (DHA), the Department of Health Abu Dhabi, MOHAP in the UAE, and equivalent bodies in Qatar, Oman, Bahrain, and Kuwait.

DataFlow reports resolve to Positive, Discrepancy, or Unable to Verify — the regulator, not DataFlow, then decides what happens next with your license or registration application.

WES Assistance

World Education Services is one of the most widely used IRCC-designated evaluators, and evaluates credentials from over 200 Pakistani institutions (a policy WES expanded in 2021 after working with Pakistan's HEC). WES issues ECA reports for immigration as well as evaluation reports for education, employment, and professional licensing purposes.

DataFlow vs HEC vs MOFA

DataFlow verifies your document is genuine, for a foreign regulator or employer, by contacting the Pakistani institution directly.

HEC verifies and attests that your Pakistani university degree/transcript is authentic, as a Pakistani government function — often required before MOFA attestation, sometimes before an evaluator will proceed.

MOFA legalises/apostilles the document (after HEC or IBCC attestation) so it is accepted internationally, including in most Gulf states, which are now Hague Apostille Convention members.

These are three separate processes, run by three separate authorities, and depending on your destination and purpose, you may need one, two, all three, or a different combination entirely.

Which Service Do I Need?

Applying for Canadian immigration (Express Entry / PNP) with a foreign degree
→ You need an ECA from an IRCC-designated body: WES, ICAS, CES, or IQAS. Any of the four is accepted equally by IRCC. DataFlow is not relevant here unless a specific PNP stream or employer separately asks for it.

Applying for admission to a foreign university
→ Check what the specific university asks for. Many accept a general credential evaluation report (WES, ICAS, CES, IQAS, or another recognised evaluator); some ask for direct transcript verification instead. Always confirm with the admissions office before choosing an evaluator.

Applying for US education or employment
→ WES and several other US-recognised evaluators offer education- and employment-track reports (distinct from the Canada-specific ECA product). The right report type depends on what the receiving institution or employer specifies.

Applying for a healthcare license in Saudi Arabia, UAE, Qatar, Oman, Bahrain, or Kuwait
→ You almost certainly need DataFlow PSV, initiated through the regulator's own portal (e.g., Mumaris Plus for SCFHS, Sheryan for DHA). Confirm with your target regulator whether HEC/MOFA attestation is also required in addition to DataFlow.

Applying for overseas professional employment (non-healthcare)
→ Some employers and regulators require DataFlow verification of your degree and experience letters; others only require HEC/MOFA-attested copies. Confirm directly with the employer or licensing body before starting either process.

A DataFlow-required application generally
→ Start with the specific regulator's portal instructions (they route you into DataFlow), gather consistent documentation across your CV, degree, transcripts, and experience letters first, and expect the institution response time — not the DataFlow processing itself — to be the main variable in how long it takes.

Missing or incomplete transcript
Universities sometimes issue transcripts that don't list every required detail (grading scale, course-by-course breakdown). Request the correct format upfront using the evaluator's official document checklist.

University not responding
A recurring and structural issue — verification and transcript requests to Pakistani institutions can sit unanswered for weeks. Following up directly and persistently (registrar's office, alumni office) is often the only lever available.

Verification delays

Wrong evaluation type chosen
Applying for a general credential evaluation when an ECA was needed (or vice versa) wastes both time and money. Confirm the exact product/report type before applying.

DataFlow "Unable to Verify" outcomes
Usually caused by an unresponsive issuing authority, not fraud. You can request a free one-time appeal within DataFlow's stated window, or open a new case with additional supporting documents.
